He said what kind of dictatorial rule of the BJP is this. in which , after the court’s order and under the pressure of the family, the police registered FIRs against those who commit crimes with minors but do not arrest the guilty? The case registered at Bhalswa Dairy police station comes under the stringent POCSO Act and the priest should be arrested immediately on the statement of the victim. It is unfortunate that the delay in the arrest of the accused despite the registration of the case for 6 months may endanger the safety of the victim and her family. He said that the accused who is roaming freely is a threat to other girls and the affected minor and family members are passing through mental trauma. Shri Devender Yadav said that while an atmosphere of fear is prevailing in the society due to the increase in the number of traumatic incidents of women, minor girls, rape, molestation and snatching in Delhi, the Rekha Gupta government of Delhi is neither showing any concern to improve the law and order of Delhi nor is discussing with the Union Home Ministry to intervene. Shri Devender Yadav said that we especially appeal to the conscious citizens of the entire society to consider the incident as a warning and it is the responsibility of all of us to protect the safety of children, respect of women and sanctity of religion. He said the accused priest has the patronage of BJP leaders and influential leaders are constantly pressuring the police to save the priest. He said the people of the area demand that the priest accused of raping the minor be arrested immediately.

Congress blows bugle for battle to get MGNREGA restored

NEW DELHI, January 3: The Congress today blew the bugle for a decisive battle to get the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) restored. The party announced the launch of the ‘MGNREGA Bachao Sangram’ from January 10, which will continue till February 25. The party reiterated its demand for withdrawal of the VB–GRAM–G Act, restoration of MGNREGA in its original form, and protection of the people’s Right to Work and Panchayati Raj institutions. Addressing a press conference at the AICC headquarters here, Congress general secretary (organisation) K.C. Venugopal and general secretary (communications) Jairam Ramesh outlined the one-and-a-half-month-long nationwide agitational programme. Venugopal said the VB–GRAM–G framework fundamentally dismantles MGNREGA by converting a statutory Right to Work into a discretionary, centrally controlled programme. He pointed out that the new framework replaces a demand-driven, rights-based law with a budget-capped scheme, where employment will be available only in centrally notified Panchayats, leaving millions of rural households without legal entitlement to work. He noted that MGNREGA, enacted in 2005, guaranteed employment within 15 days or compensation, provided inflation-linked wages, and functioned as India’s most effective rural safety net during droughts, floods, economic downturns and the COVID-19 pandemic. He said the new framework negates these core guarantees. Venugopal said VB–GRAM–G introduces “normative allocations”, meaning work will stop once funds are exhausted, irrespective of rural distress, thereby silently extinguishing the legal enforceability of employment under MGNREGA. Raising concerns over centralisation, the senior Congress leader said planning powers earlier vested in Gram Sabhas and Panchayats would now rest with the Centre, undermining the 73rd Constitutional Amendment. “Many Panchayats may receive no funds at all, reducing elected local bodies to mere implementing agencies,” he warned. He also referred to the provision of a 60-day work blackout during peak agricultural seasons, arguing that it would weaken labour’s bargaining power, suppress wages and disproportionately harm women and landless labourers. On wages, he said VB–GRAM–G removes the certainty of notified, inflation-linked wage rates, allowing the Centre to fix Panchayat-specific wages, which could lead to underpayment and income suppression. Venugopal expressed concern over the inability of states to provide 40 per cent matching grants. He said the Centre is shifting financial responsibility to states, paying only 60 per cent of wages compared to 100 per cent earlier. This, he added, would force poorer states to either deny work or divert funds from health, education and welfare. Expressing concern over technology-driven exclusion, he said biometric attendance, geo-tagging and app-based monitoring could deny wages to workers with worn fingerprints, poor connectivity or low digital literacy, reversing transparency gains achieved through public muster rolls. Dismissing government claims of 125 days of guaranteed work as misleading, Venugopal said reduced Central funding would, in practice, lead to fewer workdays. Venugopal warned that the changes would result in rising rural unemployment, wage suppression, increased distress migration, a decline in women’s participation, and a disproportionate impact on Dalit and Adivasi households, weakening village economies. He also termed the removal of Mahatma Gandhi’s name from the scheme a condemnable act, saying that Gandhi ji represented the dignity of labour, village self-rule, and the moral responsibility of the State; erasing his name reflects an attempt to erase the rights-based vision behind MGNREGA itself. Detailing the nationwide programme from January 10 to February 25, Venugopal said district-level press conferences, one-day fasts, Panchayat chaupals, sit-ins, dharnas at district offices, Vidhan Sabha gheraos and zonal AICC rallies would be organised. He said PCC-level preparatory meetings would be held on January 8. District-level press conferences would take place on January 10, followed by a one-day fast on January 11 near statues of Mahatma Gandhi or Dr B.R. Ambedkar. From January 12 to 29, Panchayat-level chaupals and mass outreach programmes would be conducted. During this phase, letters from Congress President Mallikarjun Kharge and Leader of Opposition Rahul Gandhi would be personally delivered to Gram Pradhans, former Gram Pradhans, Rozgar Sevaks and MGNREGA workers. On January 30, Martyrs’ Day, peaceful sit-ins would be organised at ward and block levels. From January 31 to February 6, district-level ‘MGNREGA Bachao’ dharnas would be held. From February 7 to 15, state-level gheraos would be organised in front of Vidhan Sabhas, Raj Bhawans or other Central government offices. The Sangram will culminate with four zonal mega rallies between February 16 and 25. Speaking on the occasion, Jairam Ramesh said the only guarantee in the new law was the guarantee of “dangerous centralisation”. “There is no guarantee of employment and no guarantee of financial assistance to states. The only guarantee is that the Central government will decide how to allocate funds and to whom,” he said. On changing the fund allocation ratio from 90:10 to 60:40, Ramesh said it violated Article 258, which requires such decisions to be mutually acceptable to the Centre and the states. He said no consultations were held with the states. Jairam Ramesh said the new act would meet the same fate as the three controversial farm laws. However, he added, while the anti-farm law agitation was Delhi-centric, the MGNREGA Bachao Sangram would be carried out at the panchayat, block, district, and state levels.

Mahila Congress hails SC order staying suspension of Sengar’s sentence

NEW DELHI, December 29: All India Mahila Congress(AIMC) today welcomed the Supreme Court order staying the Delhi High Court’s suspension of sentence of former Bharatiya Janata Party leader Kuldeep Singh Sengar, who was convicted in a case of rape. Talking to reporters after the SC orders, AIMC president Ms Alka Lamba said it was the victory of justice. She also alleged that there were attempts to protect Sengar, which was the reason a weak case was presented by the CBI before the High Court, which led to suspension of his sentence.She said, the Congress party has stood by the victim and her family right from day one and will continue to do so. Ms Lamba reminded the Prime Minister Narendra Modi about his commitment that those convicted of rape of minors must get capital punishment. She said that the farce of releasing and granting parole to those who commit crimes against minor girls must stop, adding that they should be given the death penalty directly.She also disclosed that hundreds of Mahila Congress workers who had come out to protest against the suspension of Sengar’s sentence have been detained by the Delhi Police. But, she added, the fight for justice to the rape victim and others like Ankita Bhandari will continue. Ms Lamba also revealed that both Smt Sonia Gandhi and Rahul Gandhi had met the victim and assured her and her family of all legal and other support from the party.

He said that while government avoided a discussion on severe air pollution, Delhi congress held a detailed discussion with environmentalists and conscious sections of the society including teachers of Delhi University, doctors of cancer, asthma, gynecologists, office bearers of RWA, students, advocates, social workers, safai karamcharis, security personnel etc. who can give important suggestions for clean air and cleanliness at the Western Court, Janpath in the Capital. Advocate Sunil Kumar coordinated the programme. Shri Devender Yadav said that after due deliberations and discussions on pollution in the Lok Sansad, Congress will compile a detailed suggestion paper on solutions to Delhi’s pollution and present it to the government and various sections of the society so that the people of Delhi can breathe clean air under a safe environment. “We have also sought suggestions from the people of Delhi on pollution”. While discussing the ill effects of pollution in Delhi and the solutions for pollution control DPCC president Shri Devender Yadav, environmentalists Shri Vimlendu Jha and Dr. Jitendra Nagar also gave some important suggestions to the Delhi government on pollution control as the responsibility of giving a healthy life to the people of Delhi lies with the government. Addressing the Lok Sansad, Shri Devender Yadav said that our idea behind organizing the Samvad Se Samadhan programme was to discuss the burning issue of severe air pollution as the Central Government as well as the Rekha Gupta Government of BJP in Delhi have so far failed to find a practical and permanent solution to the problem of hazardous pollution. Shri Yadav said that in the recently concluded winter session of Parliament, despite the demand of the entire opposition, including the Congress, the BJP government refused to discuss an important issue like pollution. “We have also demanded an all-party meeting in Delhi on pollution so that the opposition can also present suggestions on ways and solutions to control pollution in Delhi, but Chief Minister Rekha Gupta did not pay any heed to our demand, while the people of Delhi, who are constantly troubled by dangerous pollution levels up to 400-500 AQI, are suffering from respiratory distress,” he said. Shri Devender Yadav said that this Lok Sansad has been organized to present a solution to the problem of pollution in consultation with various stake holders while focusing on the poor and crumbling infrastructure of Delhi. All the participants present in the Lok Sansad expressed their concern over pollution Delhi. They also raised some questions and gave their suggestions. Shri Devender Yadav suggested that all public transport should be made free or affordable to all passenger. He cited example of Luxembourg, Tennin, Washington, USA etc., and said that the biggest cause of air pollution is vehicular fumes, which has become a serious and emergency situation today. He said that keeping in mind the health of the people, the government should immediately implement this policy. He said that the real-time source analysis data of the Decision Support System developed by IIT makes it clear that vehicles contribute the highest share in Delhi’s air pollution. Vehicles contribute 51-53 per cent of the local PM2.5 pollution in Delhi during winter. Also, the proportion of locally generated pollution has increased from 27.3 percent in 2024 to about 35 per cent in 2025, while the contribution of pollution coming from adjoining NCR districts has reduced from 36 per cent in 2023 to 25.8 per cent in 2025. These figures clearly show that Delhi’s air pollution is now mainly local and on account of vehicular pollution. Shri Devender Yadav said that it is evident from international experiences that promoting public transport leads to a significant shift from private vehicles to public transport, thereby reducing fuel consumption and emissions. It strengthens social equality and improves access of all sections to employment and essential services. He said that fare-free public transport is being adopted across the world to tackle serious challenges like rising air pollution, traffic congestion, unequal access to commute and increasing domestic transportation costs. In a city like Delhi, where pollution, traffic jams and social inequalities are interlinked, free or affordable public transport is not just a welfare scheme, but an imperative need for public health and climate protection.

If Kejriwal Government Had Continued, AQI Would Have Remained Above 500- Virendra Sachdeva

The Delhi BJP President said that during its ten-year tenure, the Arvind Kejriwal government not only failed to take steps to control pollution in Delhi, but also destroyed the greenery already present along roadsides and central verges, and left behind broken roads. When vehicles move over the potholes and damaged edges of these roads, they create storms of dust and grime. December would have remained above 500Virendra Sachdeva said that in the last 8–9 months, the BJP government in Delhi has reconstructed nearly 200 square kilometres of roads and filled about 50,000 potholes, resulting in a reduction in dust pollution. The Delhi BJP President said that the Kejriwal government crippled the public transport system in Delhi, especially the bus service, which led to an excessive increase in private vehicles on the roads and, consequently, a sharp rise in pollution from vehicular emissions. Virendra Sachdeva said that today the people of Delhi are realising that controlled pollution is the result of roads repaired by the new BJP government and the introduction of more than 1,000 electric buses. If the Kejriwal government were still in power, the AQI level throughout December would have remained above 500.

Devender Yadav Urges Delhi’s Urban Poor to Join Fight for Employment Guarantee Scheme

Delhi Pradesh Congress Committee President Shri Devender Yadav has written an open letter to the urban poor brothers and sisters of Delhi to join the struggle for the implementation of the Urban Employment Guarantee Scheme in Delhi due to record unemployment in the Capital so that the poor of Delhi can get employment for fixed days and they can live their life with dignity, equality and social stability without being dependent on anyone. Devender Yadav said that while the Central Government was abolishing the Right to Employment Act like MNREGA, which had given legal right to employment to crores of poor villagers of India through MNREGA. He said efforts are being made to abolish MNREGA while in the new Act, the government should have included the urban poor as the rural are migrating to the cities due to financial constraints, unemployment and hunger. He said that Urban workers are completely deprived of this. Standard of living of the urban poor improvesDevender Yadav said in the letter that Delhi has been the capital of the country and a symbol of opportunities for development, but for the last 10 years, lakhs of people in Delhi have been forced to live in conditions of instability due to uncertainty of employment, inflation and unsafe working conditions. He said that After the mass exodus of villagers, urban employment guarantee for the urban poor is a viable solution to ensure equality and livelihood for all in the Capital. He said that because of rapid urbanization, rising cost of living, additional burden on construction workers due to contract system, economic pressure on daily wage workers, workers in unorganized sector, women, youth, street vendors and families living in jhuggi jhopri, JJ clusters and industries and factories due to pollution, the livelihood of urban poor is being snatched away. Devender Yadav said in the letter that urban employment guarantee means that the government should take the responsibility of providing work and the local people should get work for a fixed number of days in a year, as the wages should be paid directly to the bank account on time and unemployment allowance should be given in case of no work. He said that this is not a new or impractical concept, as it is already in place in many States. He said that the Urban Employment Guarantee Scheme is applicable in the States of Rajasthan under the Indira Gandhi Urban Employment Guarantee Scheme, Kerala under the Ayyankali Scheme and in Odisha, Madhya Pradesh, Chhattisgarh, Jharkhand, Himachal Pradesh and Tamil Nadu. With the implementation of such schemes, while the participation of women increases, unemployment and poverty in cities decreases, cities become cleaner, greener and safer, demand in the local market increases and the standard of living of the urban poor improves. Solidarity with the country and the villagerDevender Yadav said in the letter that while in India, the villagers got the right to employment through MNREGA, urban India, especially Delhi, is still deprived of such a right, which is a complete injustice. The urban employment guarantee is not a “freebie” but a fulfilment of the spirit of the Constitution. Article 21 gives the right to a dignified life and livelihood, the Directive Principles of Policy entrust the government with the responsibility of providing employment opportunities. The 74th Constitutional Amendment makes it the duty of local bodies to eradicate urban poverty. While most of the rural land is being acquired in the name of development, lakhs of urban poor living in over 1,700 unauthorised colonies and resettlement colonies need employment to earn a living. Devender Yadav said that Urban Employment Guarantee is not a charity but a right of the people of Delhi. The Congress party and our leader Shri Rahul Gandhi are fighting the battle for the right to employment from the streets to Parliament. He said that this struggle will be successful with the cooperation of the public, the urban poor and ordinary citizens should raise their voice in solidarity with the country and the villagers. Countrywide labour struggleLet all the citizens of Delhi be a part of our struggle. He said that in Delhi, we are struggling to implement the Urban Employment Guarantee Act, which provides for at least 150 days of work per year, unemployment allowance for 15 days if there is no work, wages of Rs.500 for unskilled work and Rs.700 per day for skilled/ semi-skilled work, and employment to one or more family members on the basis of any government identity card for residents aged 18-60. Devender Yadav said that He was confident that the urban poor of Delhi will establish a just, inclusive, social security, equality environment in Delhi by implementing, with your support and unity for Urban Employment Guarantee. He said that the Delhi people support is important to make the voice of the urban poor a part of the national employment discourse and to connect Delhi strongly with the countrywide labour struggle.
