Nothing is left in the house’,” she added. Atishi Appeals to Delhi Government for ImmediateThe Delhi Assembly LoP noted that this is not just the story of Reena Devi and her family, but of thousands of flood-affected families across Delhi. Though the water level has gone down, nothing remains in their homes. “On behalf of all such families, I appeal to Delhi CM Rekha Gupta for help. CM Rekha, you are the Chief Minister of Delhi. It is your responsibility to help these families. This is not about one family—it is about thousands of families who have not been able to go to work for the last 10 days, who have not earned a single rupee, and on the other hand, have nothing left in their homes to use,”she pointed out. Atishi stated, “People are fearful because the government did not provide proper help at the relief camps. There was no water, no cleanliness, no electricity, and no proper food. The worry and pain of these thousands of families is whether the government will now come forward to help them.”

Low Representation of SC, ST, and OBC in Private InstitutionsArticle 15(5), introduced via the 93rd Constitutional Amendment in 2005 during Dr. Manmohan Singh’s tenure, enables the State to provide special provisions for socially and educationally backward classes, including reservations in private educational institutions (except minority institutions). This amendment formed the legal foundation for the 27% OBC reservation in centrally funded institutions starting 2006. Though the Supreme Court upheld the constitutionality of Article 15(5) for private unaided institutions in the landmark 2014 judgment (Pramati Educational and Cultural Trust v Union of India), Parliament has yet to enact a law to operationalize these provisions in private universities. Rekha Gupta’s announcement of refunding GST returns of Rs. 1600 crore to the traders of Delhi before Diwali can be gauged from the track record and the decisions taken by the Delhi Government in the last 7 months as so far the Government has done nothing other than making vague announcements. He asked whether the Chief Minister was really making any plans to simplify the complex process of licensing traders, tackle the administrative hurdles in setting up and running a business, and the economic uncertainty of traders on account of global and local economic fluctuations. “We demand that the GST refund, which has been pending since 2019, should be returned by the government to the traders at the earliest, along with interest,” he said.
